Housing Rehabilitation Program
IMPORTANT FUNDING UPDATE
The City of San Clemente is currently accepting applications for Housing Rehabilitation Grants only. At this time, Deferred Payment Loans are not available due to current funding limitations.
Grants of up to $15,000 are available to qualifying homeowners with household incomes at or below 50% of the Area Median Income (AMI). Under the City's Program Guidelines, qualifying disabled homeowners may be eligible for grant assistance with household incomes up to 80% AMI.

The Program
The City of San Clemente's Housing Rehabilitation Program is designed to help low and moderate-income residents improve their homes and living conditions. Funded through the Community Development Block Grant (CDBG) program, the City offers both financial and technical assistance to eligible property owners. This initiative supports the City’s goal of providing safe, decent, and sanitary housing while also preserving the city's affordable housing stock.
The main goals of the Housing Rehabilitation Program are to help homeowners fix issues like outdated building standards, code violations, lead-based paint hazards, and energy inefficiency. The program also helps with general repairs to improve the condition of homes and preserve affordable housing in our community. To qualify for assistance, property owners need to meet income eligibility requirements, and the property must meet certain conditions outlined by the program.
