CDBG Housing Rehabilitation Grant Program
The City of Mission Viejo is committed to helping eligible homeowners preserve and improve their homes through its Housing Rehabilitation Program.
Funded through the Community Development Block Grant (CDBG) Program and administered by CivicStone, Inc. on behalf of the City, the program provides financial assistance for qualified home improvements that protect the health, safety, accessibility, and long-term livability of owner-occupied homes.
Depending on program eligibility and available funding, assistance may be available through deferred payment rehabilitation loans or grant programs for projects such as roofing, accessibility improvements, plumbing, electrical repairs, heating and air conditioning, exterior painting, and other eligible repairs.
Our goal is simple: to help Mission Viejo residents remain safely and comfortably in the homes they love while preserving the City's housing stock for years to come.
The Program
Helping Mission Viejo Homeowners Preserve Their Homes
The Mission Viejo Housing Rehabilitation Program helps eligible homeowners maintain safe, healthy, and well-maintained homes through financial assistance for qualified improvements. The program is funded through the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program and administered by CivicStone, Inc. on behalf of the City of Mission Viejo.
Depending on eligibility and available funding, assistance may be available through deferred payment rehabilitation loans or grant programs.
General Eligibility Requirements
To be considered for assistance, applicants generally must:

Own and occupy a home within the City of Mission Viejo.

Meet applicable HUD income requirements (at or below 80% of Area Median Income).

Demonstrate a qualifying health, safety, accessibility, or eligible rehabilitation need.

Meet all program guidelines and funding requirements.

Other eligible rehabilitation improvements approved by the City
How the Program Works

Submit an Application – Complete the Housing Rehabilitation Program application and provide the requested documentation.

Eligibility Review – CivicStone reviews ownership, occupancy, household income, and program eligibility.

Property Evaluation – The home is evaluated to determine eligible repairs and project needs.

Scope of Work & Contractor Bids – A Scope of Work is prepared and contractor bids are obtained for the approved improvements.

Project Approval – The City reviews the project and authorizes the appropriate financial assistance.

Construction – After all approvals have been completed, work begins and CivicStone coordinates the project through completion.

Project Completion – Final inspections are completed, construction is verified, and the project is closed.
